Flood Resilience Advisory Committee (Flood Committee)

The General Assembly codified the Flood Resilience Advisory Committee (the Flood Committee) in 2024 pursuant to §10.1-659. The Committee is responsible for advising DCR on topics related to flood resilience coordination, and assisting DCR with developing, updating, and implementing the Virginia Flood Protection Master Plan (VFPMP).

The public body became effective on February 1, 2025, in accordance with House Bill 1458, and will convene at least twice annually.

Members of the Flood Committee are responsible for representing their organization to advise DCR on:

  • Assessing the impacts of flooding on people, the economy, and the environment.
  • Establishing and measuring flood resilience goals and metrics for the Commonwealth.
  • Prioritizing state policies, programs, funding, and other strategies to mitigate the impacts of severe and repetitive flooding.
  • Enhancing intergovernmental and interagency coordination for flood resilience planning and strategy implementation.
  • Conducting stakeholder outreach and engagement in support of flood resilience planning and implementation.
  • Assisting local governments to minimize loss of life, property damage, and negative impacts on the environment resulting from flooding.
  • Issues relating to the Virginia Flood Protection Master Plan in accordance with the requirements established in § 10.1-602.

The Director of DCR serves as the Chair of the Committee, and the Chief Resilience Officer of the Commonwealth (CRO) as Vice-Chair.

All Flood Committee meetings are public meetings and will be posted to Virginia Regulatory Town Hall and the DCR Dam Safety, Floodplain Management and Office of Resilience Planning calendar.

Flood Committee Membership

The Flood Committee is composed of representatives or their designees from the following member organizations. The Director may invite participation by other representatives as deemed appropriate.

  • the Director of the Department of Conservation and Recreation (DCR);
  • the Chief Resilience Officer of the Commonwealth (CRO);
  • the Director of the Department of Emergency Management, (VDEM);
  • the Director of the Department of Housing and Community Development (DHCD);
  • the Executive Director of the Virginia Resources Authority (VRA);
  • the Director of the Department of Environmental Quality (DEQ);
  • the Commissioner of the Department of Transportation (VDOT);
  • the Director of the Office of Intermodal Planning and Investment (OIPI);
  • the Commissioner of Virginia Marine Resources Commission (VMRC);
  • the Director of the Department of General Services (DGS),
  • the Virginia Director of the Chesapeake Bay Commission (CBC);
  • and the Director of Diversity, Equity, and Inclusion (ODOI);
  • the Virginia Association of Planning District Commissions (VAPDC);
  • the Virginia Municipal League (VML);
  • and the Virginia Association of Counties (VACO).

The Director may establish subcommittees or other bodies to advise on the development and implementation of the Coastal Resilience Master Plan and other regional flood resilience plans.
