Community outreach and engagement for a Virginia Flood Protection Master Plan that works — for ALL

Anywhere it can rain, it can flood. To ensure Virginia is increasing flood resilience across the commonwealth, the Department of Conservation and Recreation is leading the creation of a statewide Virginia Flood Protection Master Plan.

To ensure that this plan includes all Virginians, we need to hear from you and your community. With this in mind, DCR is developing a Community Outreach and Engagement Plan that will inform and shape the creation of the Virginia Flood Protection Master Plan.

Our approach to planning: It starts with public participation for all

We invite the public to participate in every step of the process to create a plan that serves the unique needs of the commonwealth. This requires intentional process building that includes everyone. The Community Outreach and Engagement Plan will outline how the public can and will be involved. It allows for adjustment to regional needs to foster maximum access and opportunity for inclusive public participation. It will strive for meaningful public engagement by:

  • Making sure that vulnerable individuals and communities have access to participate in the full decision-making process
  • Ensuring that decision-makers seek out and consider these individuals’ and communities’ insights to shape and influence decisions.

Once the Community Outreach and Engagement Plan is established, we will use it to build robust public participation during the:

  • updating of the Coastal Resilience Master Plan (projected completion: 2024).
  • development of the Virginia Flood Protection Master Plan (projected completion: 2028).
